The odds of obtaining a whip within a 75-125 kill range is possible, maybe not tipacal, but possible. You've got more of a chance of RuneScape gold receiving it within a 1-540 kill range. However, you may not get one. Also, if you ask anyone why they train slayer, its almost always for the big drops. Ex: whips from abby deamons, sol from ice hockey strykewyrms etc. Even if they slay for those drops most of the profit wont come from them, particularly on ice wyrms they have amazing drops, the SOL is just a little bonus. The 1/540 comes in the average drop (mite be 520 cant recall ) but it comes in gamers submitting how many kills it takes them to have a whip, yes its possible to get in your scope, but isnt the fall rate.

Guthans Plate - Decent, Fighter torso provides a wonderful Strength bonus so it's also a good option if you can not afford Bandos; also I'm not 100% sure about this but I believe Torag's (and Dharok's) gives marginally better defensive stats and can be worth 650kish so that it's well worth getting imo.

Dragon Boots - Regen Bracelet - Barrow gloves or Dragon gaunts if you have not completed RFD. Glory Amulet - Fury would be better of course, but Glory is a good choice and much cheaper. Explorers Ring - Warrior's ring isn't very pricey (300kish I think?) So you should get one. Obby Cape - In case you do not possess a skillcape/fire cape that is the ideal cape you can purchase so it's good.

Meh, here's what I would suggest. Helm of Neitiznot (Decent defence bonuses, plus a prayer bonus). Fighter Torso (Requires a couple of hours to get from BA, and has a power bonus + it does not degrade). Dragon Boots (For that asset bonus) Barrows Gloves (Offers great stats for gloves, but requires Recipe for Disaster to be FULLY done ). Dragon Defender (Dragon Defender to Boost crime with whip/scimitar).

Berserker Ring/Warrior Ring (BR for strength incentive, or WR for slash bonus). Your current setup is okay, but I'd suggest something that doesn't degrade. Dragon Platelegs with Fighter Torso, for instance. Dragon Platelegs aren't too pricey, and the Fighter Torso only costs a few hours to obtain. Or Bandos armour if you're a very wealthy player.Just way DFS goes down is higher source, which is unlikely, or, reduced demand, which, then, is unlikely because individuals have additional GP. Could be since Dungeoneering protects are getting popular and Divine and Elysian Spirit Shields are getting more mass made, to the point of where a lot of the RS inhabitants (200K+) have one or buy OSRS gold another.
